Full question:
I'm the president of the student council body at my school. I at times feel inferior to stand out (like give orders) because i am not a prefect. Do I have the right to tell a child what to do during school hours? for e.g tell a student to put his shirt in his pants?

You've got to think about what the purpose is of the student council in your school. I would hope that it would be to represent all students in the school, not to tell them what to do. Think about yourself as a politician. What do you want politicians to do for you? Do you think they should tell you what to do, or should they listen to you (and everyone else) and try to represent your views and help people come to a solution everyone can live with? One thing you might expect from a politician is that she leads by example: she is not telling people what to do, but showing a good way to do things by the way she acts.
If you really believe that what would make your school better was if everyone tucked their shirt in, you should definitely feel free to say something, but not because you are on the student council, just because all students should have the right to suggest to other students that they act differently, if they believe it to be important. A school is a community and community is built by discussing values and coming to a shared conclusion, not by one group imposing its views on the other. So when you suggest to someone that he tucks his shirt in, you need to be able to explain why you think it is important, and listen to the other person's views on why it isn't.
