Raising achievement through student voice and data

I just read this really interesting article on how schools in Colorado are finding that in the quest to raise standards and achievement that data alone is a blunt tool; student voice sharpens this. Is your school council counter-cultural?

Should school councils be about ‘improving the school’ or ‘representing the views of all pupils’. Generally the two are inter-dependent, but which one takes primacy if there is a (perceived) conflict?
